Dynamic images usually the idea of movement and energy. For my last images, I archive dynamic composition by using diagonal lines and by shooting the image at an angle. Knowing the main or dominant element is very important when you are deciding if a image is static or Dynamic. Thus, the greater the shutter speed, the greater will the brightness of your image will be and the smaller the shutter speed, the lower the brightness of your image will be. The highest shutter speed a fairly expensive camera can handle is usually about 1/4000s and the lowest is typically about 30 seconds. You most be carful when you raise the shutter speed too much and don't change the other exposure settings ( ISO and Aperture) because it can your image to be too bright and too bright image is not possible to recuperate because all your information is lost.
